What year could announcers start saying the name of the program a panelist was on and then the celebrities name?

I don't know that there was a particular point in time, but there were inklings of that kind of cross-promotion as early as the '50s panel shows. If the guest panelist's project was on a competing network, that part would usually be left out, and only the program name would be mentioned.
