They were probably trying to avoid making Fear Factor NOT look like Wipeout, so they decided to have pair of two instead of individuals.
Couples competing, IMO, was practically the kiss of death for the original run of Fear Factor. I seriously wished they would've gone back to the original three men + three women format.

I just think from the beginning NBC would fail with reviving Fear Factor, and White Elephant this Summer looks like it could fail soon too. NBC should bring back Deal or No Deal, and it would have great success
didn't they cancel the 2011 Fear Factor reboot because of the "Horse Sprem" episode incident?
not that i have watched the show of course i just heard about it a few tmes that's all!
Pretty much, yeah. Joe Rogan tweet from February 12 (day last episode of FF revival aired). And it was donkey sperm.

The weird thing is while donkey sperm killed the revival (said episode never aired), during the original run, there was an episode in season three or four (can't remember; I'm fairly certain it was about mid-way through the total run) where contestants had to suck on an animal's udders and drink its milk; it aired only once, and the show stayed on for quite some time after that.
Now they can make room for more trash.

At a guess, I would say BS&P probably balked at the idea of using sperm as a prop. Even if it isn't human semen, the censors tend to get squicked very easily over reproductive fluids of any kind. As for the udder-suckling incident, I can only assume that since it's never been considered taboo to show a cow or other non-hominid mammal being milked on TV, that fell under the same category, so the Fear Factor people were probably let off with a warning that time.
For those who haven't done the pre-reading for this class, BS&P has some bizarre and downright inconsistent guidelines...
bout the so-called "Donkey Sprem" ingident despite it's good ratings for the show i can sum it up in three words: Federal,Communications,Comission or better known for it's intials FFC.
NBC promoted the heck out of Fear Factor's revival, saying things like "Fear Factor is back. You're Welcome, America."
And then NBC aired 6 episodes of the show sporadically over the course of 3 months. That alone was enough to make it impossible to figure out when the show was on. And the Donkey Semen episode didn't help either, even though it didn't make it to air on TV. I think it was more of the contestants spilling the beans of it before it aired, and then the advertisers started pulling out.
Though I must admit, I liked the idea of a 2-Hour Monday Game Show Line-Up on NBC. In this case, it was Who's Still Standing at 8 pm and Fear Factor at 9 pm.
Kind of reminds me of 2006, when Deal or No Deal and 1 VS 100 were ALL NEW back-to-back on Friday nights.
