The problem is the wording. The GG Awards are held in Jan of the following year for Television in the current year (Ex: For TV shows in 1994, the awards are held in 1995). Therein lies the wording problem. Caruso won in the year 1994 for 1993 Television. Dennis Franz won in the year 1995 for 1994 television. Another poorly worded question in the span of a week. GSN has got to do better.
